In another section about return passport:
"Passports sent to the Canadian Consulate General, Seattle, by mail will be returned to you by United States Postal Service First Class Mail. "

"If your address is in Canada: Provide a self-addressed return envelope.

NOTE: The Visa Office will not return your passport using registered mail, certified mail, return postage coupons. The Visa Office will not return passports to addresses in the United States or Canada using ANY commercial courier services (e.g. UPS, FedEx, DHL, etc.) "

Now, I'm stuck with how I can PREPAID with all the restrictions in the NOTE part. Help!!!
