Their logic is thattwo leaders, two organizations(definitely, otherwise no positions in province). So the NDP in B.C. was a different party from federal NDP.
GCD in BJ is another party from China GCD, MA yinjiu is in another party.
All state parties are another party from federal party in USA(no matter democratic or republic).

My point is the integration between federal and provinciallevels can be tight or loose, but a party is a party, the same party. Each level can ue different strategy for its best interests, it changed nothing.
A party is still a party, when talking a political party.
