简单的说，就是因为魁省闹独立，所以政府想了个主意，给他们做思想工作。就拨了2亿多资金做政府公关。找了5家和自由党关系好的广告公司来做。这2亿多，有1大半以咨询费，服务费的名义转到自由党的政党金库和个人手里面了。
